Message closing to restrict the flow of charge into the wastegate actuators. If overboosting then valve is closed and not opening. Make sure valve is connected and functioning. Look at the diagram of the controller, will tell you the voltage sent to the valve. The best you are are going to be able to hear is a click, as the controller pluses the signal to the valve. Are you hearing the characteristic buzz? If not, valve is not working. Typically valves are NO so when system "quits" engine goes on "safety boost".
